Do I need to be based in the city I want to rank in?
You need either a physical presence or a clearly defined service area. Google requires a verified address for Google Business Profile, if you are a service-area business (you go to customers rather than they come to you), you can hide your address and set a service area instead. What you cannot do is claim to be based in a city you have no genuine connection to.
